| Prerequisites: This course requires that students have a solid foundation in microeconomic theory, welfare economics and statistics. | ||||||
| Purpose: The health care sector is an import part of the welfare state in terms of expenditures and political awareness. Technological developments, demographic changes, and consumers’ expectations increase the demand (and need) for health care with limited resources. Informed decisions regarding the amount, organisation, and distribution of health care services are crucial for optimal resource allocation. The aim of this course is to develop the students’ ability to apply economic theory and methods to the market for health and health care with its specific characteristics. | ||||||
| Content - Key areas: The central topics include • The role of government in the health care systems • Regulation in the organisation and delivery of health care services • International comparisons of health care expenditure and its’ determinants • Production of health and demand for health capital • The market for health care insurance • Social insurance • Welfare implications of rationing of demand with co-payment, co-insurance and waiting lists • Economic theories describing behaviour of non-profit providers • Provider incentives: o Reimbursement schemes and providers’ incentives o Providers influence on demand and supplier-induced-demand o Use of per case remuneration and hospital behaviour • The market for pharmaceuticals • Tradeoffs between efficiency and equity | ||||||
| Goals description (SOLO taxonomy): The student should achieve competence to: • Identify central problems and define central theoretical terms within the discipline of health economics • Summarize, classify and distinguish problems • Identify and summarize economic theories and methods applicable to the relevant problem or issue • Identify and summarize central theoretical assumptions in economic theories and methods applied within health economics • Analyze and predict consequences of economic policies deducted from economic theory and methods • Explain and illustrate consequences • Analyse consequences using combinations of economics theories • Compare and assess economics theories and methods applied within health economics | ||||||

| Time of classes: Autumn. | ||||||
| Form of instruction: 3 lectures weekly in 15 weeks (Guest students 13 weeks). The students are expected to be prepared to participate actively in discussions in the class. Taught in English (or in Danish if all student are Danish speaking). | ||||||
| Time of examination: Ordinary examination in January (and December for guest students) and re-examination in February. Participation in the re-examination requires that you have participated in the ordinary examination in the same exam period. | ||||||
| Examination conditions: If the student has passed the course Sundhedsøkonomi (9020212) examination in Health Economics is not allowed. | ||||||
| Form of examination: 5 hours written examination (all study material allowed) with internal evaluation according to the Danish 7-point scale. The exam tests the students’ achievement on all specified targets.
